The main practical goal of the project is to integrate Russian
scientific, theoretical, artistic and institutional experience into European
community through the Internet.
The festival site will be opened by February, 15,
2000.
The Subject
Total technologization has embraced all life spheres of
contemporary society.
The very logic of technological development directed to
progress and innovation might seem to be pursuing and positively affecting
culture and art that more and more often address technology services.
Nevertheless, their counteraction brings to life many contradictions, due to
principal difference in methodological systems.
Within the symposium, weâ??re planning to sharpen attention
on dual aspect of the â??new technologyâ?? notion in the light of
functioning of contemporary culture and art in a new informational space.
New technology bears a positive aspect of what we call should
the progress. This notion includes political, economic, social and cultural
factors. On the other hand, we could witness that new technology development
provokes the situation of devaluation. In this case, technology becomes
repressive, in respect to traditional values of culture, society, economics and
politics. As a result, an active transformation of traditional culture into new
representative forms occurs, evoking both well founded and not grounded
criticism.
On the whole, this position is based on the state that
technological progress does not affect essential and traditional interests of
art and culture.
Thus, a dual evaluation of this problem contains both
â??proâ?? and â??contraâ?? opinions.
And theorists and practisers expressing different opinions
(positive and negative, pro@contra) on the problem will take part in
discussions.

Art Beyond Definition
Problem of the new technology art research. Functional
aspects of the role of art activity exploring new technology opportunities,
and using them to realize strict creative goals.
Technological Progress and Technical Regress
Problem of appropriating new technological devices in art
culture, and artistâ??s dependence on pragmatic market-oriented logic in
development of information and communication technologies. Status and method
of a media-artist â?? researcher, critic, activist, manipulator,
programmer.
To New Axiology
Problem of quality value, and criteria of the latter in
regards to contemporary media art.
Itâ??s place in art history from the point of view of
evolution of ideas, methods and techniques. Media art in the cultural
archive â?? the problem of museufication.
Informativeness of Communication <Message is the content>
Content aspect of communication function of media
art.
New Tactics and Strategies
Actual methods and forms of putting aims and creatively
realizing them by artists using the media.
Deadlines:
Potential participants shall present topics of their reports
and abstracts (500-750 words), and their CVs, together with a release of
interests within the event by March, 10.
Shorts summaries or complete texts shall be mailed by April 1,
2000.

possible ways of future cooperation, experience exchange with Western media art
centers);
New Forms of Education (exchange of personal and
institutional experience among Russian and Western instructors);
Official and Independent Mass Media and Contemporary
Culture (meetings of leaders of key electronic mass media of Russian,
critics, and Western specialists presenting a different approach to art
presentation on the Internet), etc.
